My opinion of the Arbiter is really high.  Obviously I am a fan of the Halo series, but this figure certainly stands on his own (but not for very long).  As you can see, he makes an insane monster for the Joes to battle and might be exactly what you need for the upcoming release of Pursuit of Cobra figures.
