This is the first version of this figure, though it’s the third version of the sculpt. The first two being Duke with the Ghost Hawk II and Airborne from the 3-pack with Mouse and SE.

Data-Vipers are technology experts who use advanced tech gear to attack, sabotage, and spy on the GI Joe team. Using an attack drone, a Data-Viper prepares to strike a GI Joe squad, but the GI Joe team spots the drone and opens fire!
The information given with the figure itself is rather sparse, considering all the info that was floating around concerning the figure. The helmet supposedly gets this 360 degree field of vision provided from the drone. That they are roaming servers on the Cobra network, providing a near-endless redundancy so that if one goes down, all the info is already downloaded and shared with the rest. That’s far more interesting information than what we’re given in the so-called filecard.
