They are the yearly GI JOE Convention figures. You get them by going to the con and paying $350 or so for them. On the aftermarket they run for $600+ for the set.

Rex is "working" on official reviews for the Front Page that will explain everything for you Rick. Unfortunately with his work ethic... the current eta is 2014
