I imagine they were 21st produced, but 21st defaulted on payment to the Chinese manufacturers (JSI or someone else), so they never got shipped and were maybe held in limbo.. though who knows if that picture is actual product or a prototype.. it may come in a brown box :)

I imagine he can sell them un-painted, but I know generally he sells his customs 'fully done'. But I agree, leaving them unpainted will be cheaper and easier for the majority of customizers.
