Ma second take on Billy, this time non-ninja outfit. Arashikage tatoo is hand-painted and i make working holster on Resolute upper leg.

Nice work on this, I like the eye patch and hair work.

I'm not familiar with the character so I'm wondering if the climbing harness is for climbing or just leg webbing for gear?

Billy is Cobra Commander's son, in early marvel run when he was very young kid (not sure but he was 6 or 8 then) he didnt liked what hes father was doing and he was a member of underground opposition in Spriengfield(town ruled by Cobra), when CC learned about it he give him to dr.Venom to brainwash him, after few events Baroness and mjr.Bludd convinced him to make assasination atempt on his father in time of one of Cobra parades. Off course he failed but Storm Shadow saved him from death and Billy become Storm Shadows apprentice. As for leg harness its becouse he look bald without it with that vest on and yes it holds his sword too and since he is ninja climbing carabiner might be useful.
