totally agree with you...I used to use some other acrylic sealer I found...and it worked great for a while...then slowly it started to react with the paint under it and it turned shiny...NOT the look I was going for...

First thing, you need to wash, soap and water, before painting...then dry obviously...you can use enamel paints on hard plastics no problem...if you use it on soft it'll stay sticky forever...
Only reason you need to sand is if the finish is rough or uneven or you made runs...
