I was trying to figure that out. I see the Joe Trooper head (obviously); shoulder pads and lower legs are from IM War Machine, I think. Upper legs and I think hands are accelerator suit? Upper arms might be too.
I recognize the forearms but I can't figure out from where.
Torso looks like war machine as well.
That's my guesses!

I don't know... I'd have to see that Halo rifle standing next to the fig. Based on the gun being what it is, it shouldn't be much taller than the figs upper thigh. From your pic, it looks a tad bit too long to be in true 4" scale. I would imagine it comes up to the figs waist, or possibly more.
It came with the black & grey ODST from series 1 of the anniversary line. I didn't notice the size difference until I broke out my other ODSTs and remembered they can not hold their BRs.

So, the one you have is what... 2.25" roughly? A little bit too big, but close enough for most people.

If you shaved off the buttpad or made it concave, it would fit perfectly. As is, it still fits better than the original ones fit the Halo 3 Spartans that they came with.
With all of the new weapons shops, maybe someone could scale it down a hair more. I'd love to see a team of your Spartans running around with scale UNSC weapons.

True... I'm sure someone could modify it or shrink it a bit. I'm planning on making at least a MK II version, maybe even a MK III. Just have to get the parts for them.
