I've seen them in person, and what you see there is par for the course. They're not 1:18 per se, but may work as background figures or through use of forced perspective.
I saw some close-ups of Miss Moneypenny, though, and I'm convinced that a fairly pleasent little background figure could be had if you could execute a tier-1 paint job on her.
I almost want to use eBay again to get her and try it out. A shame that consignment shop doesn't have them anymore.
